MINUTES OF THE  2004 AGM (Annual General Meeting)

Regina Beach, Saskatchewan, Sept. 3, 2004

                         

 1.  Call meeting to order by outgoing Chair: John Darling at approx. 4 pm

 2.  Election AGM chair: J. Darling elected (seconded by Doug D. and Ian Stewart).

 3.  Election AGM secretary: C. Rawlinson elected (seconded by Doug & Ian Stewart).

 4.  Adoption of Agenda: accepted as read

 

 5.  Welcome from Saskatchewan Windsurfing Association; report on event and introduction of event Race Committee and visiting judges & jury members: by Gord Heidel

 6.  Welcome to foreign competitors and other special guests: Mel and Helen Preston as CYA judges

 

 7.  Report of outgoing 2003-04 Chair John Darling  

            a) Eric Gerard & Quebec Windsurfing Tour 

            b) Sam Ireland and John Barson helping organize 2003 CNWC (BC)

            c) New organizers on board for 2005 “Canadians” in Quebec

            d) Alain Bolduc volunteering to organize ’05 FE youth fleet in Quebec

            e) Ontario report: promote early season start for slalom & FE fleet

           

8.  Discussion arising from Chair’s report

a) Cam R. report on Squamish & BC events:  new beach & development at Squamish; BC events calendar consisted of Downwinder at Harrison Lake, some demo events and the fleet championships (most Formula at US Gorge)

b) John D. report on Formula Experience class (FE) N. A.s at Kingston ON and promoting FE in 2005 as well as chartering at events

c) John D, on WC policy to continue FE promotion direction & discussion from Cam, who identified options like the French U15 class 293D, Prodigy and other hybrids with daggerboards.

 

9.  Financial report  John Darling: deferred at AGM but attached to these minutes

a) revenues from sanctioned events in Quebec & Sask. & Ontario   

up this year

b) WC funding for coaching to be considered in future if surplus funds

permit

c) Steve Huszar promoted idea that WC should actively campaign for a major title sponsor in future

 

10.  “Old Business” arising from 2003 AGM minutes 

a) John D. repored on some promising optional-PFD rules results from work done by Mike Fischer in Kingston ON: Candian Coast Guard may be considering adopting policy of optional use for PFD for windsurfers

 

11.  “New Business” 

            a.  Report of CYA liaison, Constitution Committee: Cam Rawlinson;

Briefing on constitution development work provided (the 505, Laser & CYA and US Windsurfing constitutions were assessed in making up the draft WC constitution proved to John D. in August (a draft is attached to these Minutes) John D. moved to table until other class association constitutions can be compared.

            b.  Report on proposed 2005 CNWC at Quebec City – Voted to accept  (since then, the Magdalen Islands has been chosen by the organizing committee chaired by Eric Girard –Press release attached)

            c.  Allocation of low sail numbers: (CAN 3 awarded to ON sailor Ian Matthews, CAN 4 reserved for Saskatchewan, CAN 5 awarded to Quebec sailor Dominique Vallée, CAN 6 reserved for BC )

Also, CAN 11 remains reserved for Peter (deceased) and Paul Gilbert (Gold Sponsor); CAN 14 reserved for Steve Jarrett (ex-Chair W.C.); CAN 21 reserved for Bruce Peterson (since AGM, Sailworks has become a  Silver Sponsor.)

            d.  Other business: Voted to accept the addition of birthday and body weight to the WC database via the membership applications. 

 

12.  Adoption of number and titles of 2004 Executive:

            The outgoing Executive normally proposes a list of nominees for the

Incoming executive. At the same time, we will propose that certain positions be dropped, and new ones created, as follows:

Attached:

1) Financial Report for 2004 AGM showing improved financial position, with expenses to date of $3751.62 and income to date of $4569.00.

Since AGM an expense for 60 CNWC medals has not been received.

Sanction fees totaling $500 for two Quebec Tour events received; Sanction Fee for CNWC ’04 of $500 received (reduced from $1000 due to smaller than expected attendance).

(To date –Oct. 45/05, after all expenses, account balance is expected to be approx. $2500 – just enough for 2005 Spring Membership mailing and order for set of new regatta flags.) 

2) Report of W.C. supporters ’04-’05:   (Note Out-going ‘03-’04 supporters)

Add to this, since AGM:  $100 Hon. Director donation from Thierry Vallée (ON) and $100 Silver Sponsor donation from Sailworks, Hood River
